Ripley Valley
Located 5km south-west of Ipswich Central, the Ripley Valley will be home to over 120,000 people, housing 10% of South East Queensland's population growth over the next 20 years - a city almost the size of Cairns! An estimated 50,000 homes will be developed in the Ripley Valley at time of ultimate development.
The Valley will support a potential 200,000 new jobs (approx.) in Swanbank New Chum Enterprise Park, Bremer Business Park, Ebenezer/Willowbank, Industrial Park, Springfield, Ipswich Central and the Aerospace Industry and Amberley. A full spectrum of educational facilities will be offered, from early child-care and early learning through to primary, secondary and tertiary educational facilities.
The Valley's natural open space will be enhanced to allow the local community to enjoy the area's environmental values. The Valley will have over 40 km of dedicated pedestrian and cycle paths, as well as recreational facilities in each neighbourhood precinct.
Enquiry by Design (EBD)
The EBD workshop was the culmination of almost five months of investigation and consultation by the Ripley Valley Master Planning Group (the consultancy team) involving:
- data collection, collation and review;
- plan manipulation and preparation;
- meetings with Council, the Ripley Valley Master Planning Task Force, community groups and land holders;
- establishment of the Ripley Valley Community Reference Group; and
- meetings with State Agencies and Ipswich City Council technical officers.
The major advantage of the EBD process is that it brings together all interested parties into a single forum to resolve design and implementation issues and achieve an agreed Master Planning Framework which can then be reviewed, tested and costed.
The EBD involved an intensive seven day workshop from 19 July 2006 to 25 July 2006 where the consultancy and design team met with Divisional Councillors, State Members of Parliament, members of the Ripley Valley Master Planning Task Force, the general community, land holders, community groups, members of the Ripley Valley Community Reference Group and technical officers from State Agencies and Ipswich City Council.
The EBD was extremely well attended with approximately 100 persons attending the opening session, 150 attending the closing session and an estimated 700 participants attending throughout the open sessions and forums.
Eight open sessions were held covering the specific issues of:
- Regional, District & Local Planning Framework;
- Infrastructure, Water Cycle & Servicing;
- Environment & Ecology;
- Open Space & Recreation;
- Housing, Building Types & Architecture;
- Transport & Traffic;
- Community Infrastructure; and
- Employment & Retail.
Separate Landholders and Community Forums were held to inform participants who had attended the Landholders and Community workshops on 24 and 25 July 2006. In addition a State Agency Forum was held to advise all State Agency participants to the EBD of the overall outcomes of the Master Plan Framework
The balance of the EBD was dedicated to design studios in which the design team drafted the Master Planning Framework. During these sessions, where issues required clarification or resolution, relevant parties from State Agencies, Council or community service providers were invited to provide input to resolve these issues.

Structure Plan
Ipswich City Council, together with the Queensland State Government and developers Amex Corporation, Investa, Wingate Properties and J M Kelly Group, have united to develop a world class Structure Plan for the Ripley Valley.
The Ripley Valley Structure Plan and the Master Planning Framework and Planning Report is the initial step in the process of preparing an amendment to the South East Queensland Regional Plan and subsequently an IPA Planning Scheme amendment.
At its meeting of 12 December 2007 Ipswich City Council resolved to adopt the Structure Plan - Outline, Regional and Local (Volume 1) and the Master Planning Framework - Planning Report (Volume 2). The Structure Plan - Outline, Regional and Local (Volume 1) is available for download below-
