Purpose: To provide detailed information called upon by Local Law No. 32 to enable Council to provide for and encourage public access, use and enjoyment of pedestrian malls for both active and passive recreation, and ensure that such assess, use and enjoyment occurs consistently with the preservation and enhancement of public safety and amenity; and protect and preserve the facilities installed within pedestrian malls and all aspects of the environment within pedestrian malls.
