Amenity and Aesthetics Referral Provisions

By way of Council resolution on 28 October 2019, revised Amenity and Aesthetics Referral Provisions were adopted with an effective date of 1 December 2019.The 'Amenity and Aesthetics Referral Provisions 2019' are supported by a series of Implementation Guidelines addressing application considerations and requirements.

Building Standards

Queensland's building standards are governed by a combination of national and state-level regulations designed to ensure safety, sustainability, and accessibility and is given legal effect through the Queensland Building Act 1975.

  • Queensland Building Act 1975: is the primary legislation governing building work and development in Queensland. It sets out the legal framework for how buildings are approved, constructed, and certified across the state.
  • National Construction Code (NCC): This is Australia's primary set of technical design and construction provisions. It includes requirements for structural integrity, fire safety, access, energy efficiency, and more.
  • Queensland Development Code (QDC): Supplements the NCC with state-specific standards, covering areas like pool safety, plumbing, and access for people with disabilities.
  • Queensland Building and Construction Commission (QBCC): Oversees licensing, compliance, and enforcement of building laws across the state.

Generally, Buildings and Structures are to be positioned in accordance with the Ipswich City Plan 2025. Preliminary Building Approvals or building location envelopes may affect the property. Owner Builder Requirements

If the value of work (labour and materials) exceeds $11,000 you will be required to complete an Owner Builders course run by a provider recognised by the Queensland Building and Construction Commission (QBCC).  An owner builders’ certificate must be provided prior to the issuing of the Development Permit for the proposed building works.
